Maxim Harder 807f65231b ci: add docker build and push pipeline 
Add Woodpecker CI pipeline configuration to automate
Docker image building and pushing to private registry.
Pipeline triggers on cron jobs and manual events on the
main branch. Uses Docker CLI to pull base image, build
with no cache, tag with latest, and push to
registry.docker.home/harder-hub.
